Can 2209 be sprayed directly into the throttle body while attached and the engine is off?

No, it is not advisable to spray anything into the throttle body with the engine off.  If you need to clean the throttle body with the engine off, then spray Berryman Air-Intake & Throttle Body Cleaner (part #2209) onto a clean, soft cloth and wipe the throttle body by hand.
