The label says that Seal-R works in tubed as well as tubeless tires. Does it seal the tube?

Seal-R doesn't actually seal the tube. Instead, by plugging the hole in the tire, Seal-R stops the escape of air and mats the hole in the tube with fibers that are held in place by the rigidity of the tire backing the tube. As long as the tire stays inflated, so does the tube.
